The U.S. Strategic Bitcoin Reserve: What Was Actually Created

A U.S. executive order separated BTC from other digital assets and directed that certain forfeited bitcoin be held as a reserve. It did not order an immediate open-market purchase of BTC.

Two holdings, not one

On March 6, 2025, the U.S. president signed an order creating two separate structures: a Strategic Bitcoin Reserve and a United States Digital Asset Stockpile.

The reserve is to receive BTC that became government property through final criminal or civil forfeiture, or in satisfaction of a civil monetary penalty. Other forfeited digital assets are accounted for separately.

What happens to reserve BTC

The order directs that BTC deposited in the reserve not be sold and be maintained as government reserve assets. Agencies were required to account for their digital assets and review their authority to transfer them to the Treasury.

This changed the stated treatment of bitcoin already owned by the government: instead of treating disposal as the assumed endpoint, the order created a distinct long-term holding policy.

What the order did not do

It did not direct an immediate purchase of a fixed amount of BTC using taxpayer funds. Treasury and Commerce were told to develop only budget-neutral strategies for possible additional acquisition without incremental taxpayer costs.

Creating a reserve and buying BTC on the open market are therefore different claims. The first is in the order; the second does not follow automatically.

Keys become a public responsibility

The reserve is not a new part of the Bitcoin protocol. It is a government framework for accounting for and controlling access to existing UTXOs.

That raises practical questions: who controls the keys, how authority is divided, how balances are audited, and which actions leave a publicly verifiable trail. The order creates an administrative framework but does not publish every custody procedure.

Why the event matters

The government treated BTC as a reserve category distinct from its broader stockpile of other digital assets. The text also demonstrates the difference between a large title and a specific action.

For a living archive, the durable facts are the rules: where the BTC comes from, the direction not to sell it, the accounting requirement, and the limit on additional acquisition.

The title sounds sweeping, but the document’s meaning lies in the origin of the BTC, its custody rules, and the limits on acquisition.
